Emmanuel is a CEO & Consulting Director of Emaron Group Limited; a local based registered consulting company in Tanzania. Prior joining Emaron, He was a Senior Manager heading a Department of People Advisory Services with KPMG International, Tanzania office, responsible for Human Resources consulting and handled KPMG’s internal HR issues. He has over sixteen years of experience in Business and Human Resources Management where he extensively consulted with Public, Private and Local and International NGOs in areas of business improvements, capacity building, Organizational review and development. He holds a Bachelor of Arts with (Education) and Masters of Business Administration both from the University of Dar es Salaam He is a member of Chartered Institute of Personnel Development (CIPD) in UK, and Profession in Human Resources (PHR) from the Society of Human Resources Management (SHRM), USA. He works with International consulting firms as Senior Associate, these includes Mercer HR Consulting of Switzerland, a leading consulting company in the World in conducting cost of living survey in major cities in the World, Global Remuneration solution (GRS) of South Africa, Centre for African Capacity Building based in South Africa, Profile International Inc. based in Texas USA, after successful underwent and passed the Profile International assessment tools in July 2009. Emmanuel is also a Board Chairman of (Community Aid for Small Enterprises Consultancy (CASEC) based in Arusha, Chairperson of the Human Resource Society of Tanzania (HRSTA); Board Chairperson of CANOSSA Primary School and Board Chairperson of Josephine Bhakita Nursery School both of Dar es Salaam Born in Tanzania in 70’s, Emmanuel started his career as Area Business Coordinator with Japan External Trade Organization (JETRO), Tanzania office for five years where he was responsible for 5 countries, Rwanda, Burundi, Tanzania, Mauritius and Comoro Island; before joining KPMG Tanzania office as Senior Manager – Advisory Services.
2. Ms. Edina Sichalwe - Secretary

Edina L. Sichalwe is a Tanzanian national, born on 27th of July 1985. She currently works for The Registered Trustee of Water Technicians Fund. Prior to that she worked for the Hamburg Water as its Head of Administration, she also worked for GIZ – SULGO (Support to Local Governance Processes) as an administrator, HIV/AIDS coordinator and GIZ as its national personnel representative, she did volunteering as a Board Member from 2010 to 2012 at Community Volunteering Services, TATONA (Tanga Tourism Network), also worked as Assistant Researcher of Dominic Mattes, MA student from Free University of Berlin in cooperation with TAWG - Tanga AIDS Working Group, also Research Assistant of Zahra Persson Theilgaard, MD, PhD, student from the University of Copenhagen, Denmark in cooperation with National Institute of Medical Research(NIMR), she also did internship at the Ministry of Natural Resources and Tourism-Tourism Division where she worked as an intern tourism officer.
She is a holder of a Bachelor degree of Cultural Anthropology and Tourism from Tumaini University (Iringa University College), she is also pursuing a Masters degree of Arts in Project Planning and Management(2014-2016) at the University of Dar es Salaam. She has also undertaken various workshops and training namely; Induction Course for National Personnel and Development Workers by GIZ, GIZ Project Accounting and Administration, Regional Capacity Building Team Orientation Training by VETA in Tanga, HIV/AIDS AT Workplace Programme Training the Civil Servants and many more.
3. Dr. Shija Kazumba - Member
Eng. Dr. Shija Kazumba (47)
Dr Shija Kazumba is currently the Chief Executive Officer (CEO) and Rector of the Water Development and Management Institute (WDMI). He holds a Doctoral Degree from Gifu University, Japan, in Water Resources Management, and a MSc. in Water Resources Engineering from the University of Dar es Salaam, Tanzania. WDMI is a Government Executive Agency under the Ministry of Water responsible for training water experts in the country, conducting Research in the water sector, and providing consultancy services. In 2007-2009 he held a Post Doctoral Fellow Position in Israel at the Ben Gurion University of the Negev. During which, he conducted research on Integrated Water Resources Allocation and Management Modeling in Semi-arid region of Tanzania, and Alfalfa Yield Under Subsurface Drip Irrigation Applying Secondary Domestic Effluent in Israel. He has served at the Position of Head of Department and Lecturer in the Department of Civil Engineering at Dar es Salaam Institute of Technology (DIT), Tanzania from October 2010 to February 2011 when he was appointed to be the CEO of WDMI. He worked at position of Water Resources Engineer with WACOS JAPAN Co. Ltd, Japan. He has 15 years of teaching and research in the field of engineering particularly groundwater flow analysis, open channel hydraulics, fluid mechanics and hydrology. He has published research papers in scientific journals and presented papers in scientific conferences in Japan, USA, UK, Israel and Rwanda. He has been a member of Japan Society of Hydrology and Water Resources between 2002 and 2005, and he is registered Professional Engineer (in Civil Engineering discipline) by Engineers Registration Board (ERB) of Tanzania.
4. Dr. Diana Mwiru - Member
Dr. Diana Philemon Mwiru
Dr. Diana Philemon Mwiru is a business and gender specialist with thirteen years working experience in higher learning institution as a lecturer, researcher and consultant. She is the principal of Gender and Development Training Institute.
She is a holder of Bachelor of Commerce (Marketing), Masters of Business Administration, and PhD in Business Administration all from the University of Dar es Salaam. She also has a Licentiate in Marketing from the Umea University in Sweden. She has attended various short courses on gender, entrepreneurship, marketing and training as organized by the University of Umea, Sweden in collaboration with the University of Dar es Salaam, others by the University of Twente, Netherlands and Gender Network Programme.
Dr. Diana P. Mwiru has also been involved in consultancy, research and training assignments which she has been able to undertake for the Government, donors, NGOs and business organizations such as; GIZ, Fokus, World Bank, International Labour Organization (ILO), TTCL,TRA and many more.
5. Ms. Opalina Nanyaro - Member
Opalina Jafet Nanyaro.
Born on the 23 of April 1982 is Tanzanian citizen. She is currently one of the trustees of the Registered Trustees of Water Technicians Fund, she is among the people who spearheaded the establishment of The Registered Trustee of Technicians Fund as a consultant in partnership with both the Water Development and Management Institute (WDMI) and Deutsche Gesellschaft für Internationale (GIZ). She also works as the Director of Accounting Services at Corporate Professionals Limited, she also worked for Tanzania Capital Limited as Business Development Manager, and prior to that she worked at KPMG in the assurance department. She has also been a member committee president for AIESEC in Tanzania which is an international organization that aims at giving platform to young people to discover and develop their potential.
She is a holder of Masters of Business Administration (MBA) from Mzumbe University; she is also a member of ACCA (Association of Chartered and Certified Accountant).
6. Eng. Joshua Mgeyekwa - Member
Eng. Joshua Zephaniah Mgeyekwa
Engineer Joshua Zephaniah Mgeyekwa is a professional environmental engineer registered with Engineer’s Registration Board of Tanzania and Institution of Engineers Tanzania. He also graduated in Master Degree in Business Administration from ESAMI- Arusha.
He has 25 years of working experience in water supply and sanitation services provision. Currently, he is the Managing Director of Tanga Urban Water Supply and Sanitation Authority (Tanga UWASA) since 2007. Tanga UWASA is operating under the quality management system – ISO 9001:2008 and is among the top performing Water Utility in Tanzania as evaluated by Energy and Water utilities Regulatory Authority- EWURA.
Eng. Mgeyekwa saved as the Chairman of Association of Tanzanian Water Suppliers (ATAWAS) between 2008 and 2014, Member of the International Water Association Governing Assembly representing ATAWAS, Member of Advisory Board of African Water Utility Week and Clean Power Africa, Board Member of Registered Trustee of Water Technician Fund since 2015 and Member of the Executive Council of the ELCT- North Eastern Diocese.
Eng. Mgeyekwa is experienced in many challenges relating to water and sanitation industry and has keen interest in the financing mechanisms which will make both service providers and consumers responsible for the sustainable services. He is also experienced in managing the savings and credit Societies, corporate governance and environmental management.
7. Martha Kabuzya - Member
Martha Kabuzya (40)
Martha Kabuzya is currently the Executive Secretary of Association of Tanzanian Water Suppliers (ATAWAS) where she is the in-charge of planning, managing and coordinating Association’s activities. She is also a member to the Executive Board of ATAWAS. Previously she held a position of Assistant Country coordinator for the East African regional water programme –WAVEprogramme. She was also a part time Assistant Trainer in International online courses of Non-Revenue Water run by the WAVE programme. Prior to working for ATAWAS she worked for Merrywater Limited as Sales Engineer, Nile Basin Initiative- Applied Training Project (ATP) as Office Assistant.
She has fifteen years of experience in the water sectors in the areas of water resources, Water treatment, water supply and sanitation. She has five years experience in planning and implementing capacity development program for water utilities. In 2011 she participated in research on Best Practices from Water Supply and Sanitation Authorities in Tanzania; the research was done in consortium between Ardhi University, GIZ and ATAWAS. The research looked at identification, documentation and dissemination of Best Practices from water supply and Sanitation Authorities. Martha holds a Bsc. Engineering and Msc. Water Resources Management both from the University of Dar es Salaam. She is also a registered member to the International Water Association.
8. Eng. Dorisia Mulashani - Member
Eng. Dorisia Zakayo Mulashani
Dorisia Zakayo Mulashani is a Tanzanian citizen born on 24th of June 1967 in Karagwe District, Tanzania. She currently works for the Ministry of Water as Principal Engineer and is the acting Director of Program Coordination Unit. She holds a Masters degree in Science (Msc.) in Civil Engineering from the Moscow State University in Russia she also has a Full Technician Certificate in Water Resources Engineering from Water Resources Institute.
She has attended progress performance meeting with JICA and KfW in the Ngara/Karagwe Water Supply Projects. She was also a member to the Sanitation and Hygiene Thematic Working Group Team which was responsible to ensure sustainability of sanitation hygiene issues under Water Sector Development Program and many other. She has also attended number seminars concerning engineering, as well as workshops for women in the engineering sector.
